The current voluntary commitment is to reach a 66% recycling rate by 2010 in 29 European countries (EU27 plus Norway and Switzerland). Virgin paper sourced for sustainable forest management, and recycled paper are complimentary. Without virgin paper the European paper recycling loop would stop in approximately 3 months as the fibres used in paper manufacture can only be recycled 4-6 time.
